PATCH submit - (RADIATOR) formatted TIME_STAMP in AcctSQLStatement

Hello Robert,

Thanks for the patch. We love getting patches that improve the utility of 
Radiator for others.

We have added it for the next relase, and included it in the latest 3.6 patch 
set.
I have CCd the list for the information of others.
