(RADIATOR) fresh install

GUys.. Im trying to do a fresh install of radiator on a new machine and
Im getting an error:
Im running on 2 screens:
perl radiusd -config_file goodies/simple.cfg
perl radpwtst -user fred -password fred
on the client screen I get:
[root at radius radiator]# perl radpwtst -user fred -password fred

Bad authenticator
sending Accounting-Request Start...
Bad authenticator

Bad authenticator
eventhough on the server screen I see:
