You would do something like this:

# define AuthBy clauses

<AuthBy PAM>
	Identifier CheckTeleID
	.....
</AuthBy>

<AuthBy FILE>
	Identifier CheckUsers
	Filename %D/users
	NoDefaultIfFound
	.....
</AuthBy>

# define Realm(s) or Handler(s)

<Realm>
	AuthBy CheckUsers
	.....
</AuthBy>


The file %D/users would contain something like this:

# "users" file

DEFAULT Called-Station-Id = nnnnnnn, Auth-Type = CheckTeleID
	.....

someuser Calling-Station-Id = xxxxxxx, Called-Station-Id = yyyyyyy
	......

.......
