Thanks for the additional information. Session resumption related
problems have been seen before but at that time it was with a different
vendor's equipment. There were reports that the equipment might have
been at least part of the problem, but now the information we have shows
that:
- The problem occurs also with Meru
- The client seems not to respond back to Meru
- It started happening with Windows version change

Which Perl version and source (ActiveState?) for Net-SSLeay you are
using with 2008R2?

If you can give a try to OSC compiled Net-SSLeay, does it change anything?
