I think Radiator only echoes back to RN it receives from Opera. Is there
a need to modify the received RN before posting the results back to
Opera? Can you give an example of a case where this RN change would be
needed?

Logs from Radiator showing the undesired behaviour would be very helpful.

If you set CentsPerSecond to 0 this should cause the cost (TA)
calculation always return 0. The cost is by default calculated like this:

$duration * $self->{CentsPerSecond};

An alternative is to define ComputeCostHook which will replace the
default cost calculation with the hook you specify. See the reference
manual and goodies/fidelio.cfg for more about this hook.
