[RADIATOR] Noticed something odd when restarting

I'm working on code to do remote reloads of Radiator and I noticed the following in the logs... is this something to be concerned about?

I think the LOCKED bit is referring to the fact that this is a eval license.. but it looks like something might not be happening correctly with restarts. I get the same thing if I HUP the process or issue a restart via the manage port.
