[RADIATOR] Radiator Mute Reject configuration

bear in mind that the NAS will propably flag the radius server as down
for a certain period of time if it does not receive a certain number of 
replies.

In an unlucky situation you might find all your radius servers marked
as down on all your radius servers.

Depending on what you are trying to achieve it might be better to
setup two radius servers as a frontend to your setup and let those
query your different backend radius servers in whatever order your
business rules require.

The goals are as follows:

- never ignore a request from a nas unless the radius server in question
   is out of service.

- always reply with an accept or reject from the frontend to the nas.
