(RADIATOR) Using DNS names in <Client> clauses

Hello,

I have a few small questions about the behavior of the client clauses when 
using DNS names vs IP addresses.

1 - is a flat-file containing <Client> read only on startup/restart or 
whenever it changes like users files?

2 - When is DNS resolution performed and how often is it retried?
