(RADIATOR) RADAR connection to radiator failed,no radar.ini found

Hi Hugh
I tried to config the monitor file to use port 80 though my fiirewall is 
off,and stopped apache on my VM windows 2003 server. I can see the server is 
listening on port 80 ,and previously listen on 7777, which means not 
blocked.But it's still failed to connect.They are on same local host.The 
logfile only show a few lines of info,not helpful.It's trace 4,be default ,I 
think.Here below is netstat -a i, radar commandline ,and server commandline 
info. Please advise ASAP,urgent, thanks a lot!
