(RADIATOR) Problem with windows install of radiator 3.16

Just installed a copy of radiator 3.16 on a windows 2003 virtual server
along with openssl-0.9.8e and the appropriate extension from the
radiator site.
I've also installed the patch file from 270207 for 3.16

When I try and perform a peap auth I get

I've checked and the SSLeay.dll module is in there. I've also tried to
reinstall SSLeay via the ppm again but it doesn't seem to make any
difference.
