Yes very simple:
<Handler xxx>
	<AuthBy FILE>
		Filename %D/users.blah
	</AuthBy>
</Handler>
then in "%D/users.blah:
# users.blah
blah
	Aruba-User-Vlan = 11
DEFAULT
	Aruba-User-Vlan = 666
