You should be able to use AutoMPPEKeys yes

In addition I also often have to use:

AddToReply MS-MPPE-Encryption-Policy=Encryption-Required

Can't think of anything else.  A Trace 4 on your logfiles might shed some
light on the problem if any Perl modules are missing for example.
