(RADIATOR) radiator stop doesn't close ports

We are testing radiator on Suse Enterprise server 9.

When we stop the server  with "/init.d/radiator stop" and we start again 
with "init.d/radiator start" we get the message : 
Could not bind  authentication socket: address already  in use atline 541.
We have to start Suse again to get things going again.
What is wrong ?
