You can do something like this:

<Client 1.1.1.1>
	Identifier SomethingMeaningful
	......
</Client>

<Client 2.2.2.2>
	Identifier SomethingElse
	.....
</Client>

.....

<Handler Client-Identifier = SomethingMeaningful>
	# process requests for this NAS(s)
	......
</Handler>

<Handler Client-Identifier = SomethingElse>
	# process requests for this NAS(s)
	......
</Handler>

.....

NB: have you included a copy of your configuration file (no secrets),
together with a trace 4 debug showing what is happening?
