The idea is radiator assigns IPs for VPNs. Each VPN uses the same set of
IPs. Say for example 10.0.0.0/24. Consequently 10.0.0.1 can be assigned
multiple times as long as its from different pools. When a user
disconnects I need to know which pool to mark the IP free in.
