You can do this with Handlers:

<Handler CHAP-Password = /.*/>
	# deal with CHAP
	....
</Handler>

<Handler>
	# deal with others
	....
</Handler>

NB: have you included a copy of your configuration file (no secrets),
together with a trace 4 debug showing what is happening?
