(RADIATOR) Duplicate AcctSessionID and Radiator

Hi,
 
Recently, I am getting duplicate session ids from BRASes (NAS) and in
the detail log I can see that the NAS is sending the same Start/Stop
packets with the same SessionID over and over again. According to the
BRAS owners, my radius (radiator) is not (for whatever reason?) sending
an acknowledgement response to the BRAS (NAS), so the BRAS is sending
the packets again and again until the packets expire.
 
I have included the logs from my detail logs and from the BRASes.
 
My question: If my radius recieves all the packets (all duplicates) then
can I assume that it is sending an acknowledgement to the BRASes but
somehow BRASes are not registering the reply packets and sending the
packet again?
 
Any kind of clue will be appreciated.
