I dont know what could be causing this.
When you say LC_LANG, I guess you mean just LANG? Its the LANG environment 
variable that we recommend you alter to fix the curious problems with RH9.
I suggest you try using dbish (with the same LANG env variables) to test the 
same interface Radiator uses:

dbish dbi:freetds:whatever username password
> exec Interface_VircomUsers xxxxxx
