(RADIATOR) Handling preauthentication

Hello Claudio -

Why not use something like this:

<Handler User-Name = /^\d+$/, Service-Type = Outbound-User>
	......
</Handler>

which will match a User-Name that is all numbers as well as the 
Service-Type.
