(RADIATOR) new feature

Hi All,

at the suggestion of  "Kent, Ashley" <akent at ue.com.au> we have added a new 
feature to Radar. 

You can now optionally limit Logger messages to a specific User-Name.
This is handly for support staff trying to debug a dialup problem for a 
specific user on a busy server.
Patches are available to current customers on the web site at
http://www.open.com.au/radar/downloads/patches-1.0

Caution, requires some patches to Radiator 3.0 which are available at 
http://www.open.com.au/radiator/downloads/patches-3.0

This feature will appear in the next release.
