Load balancing sounds like a possible reason for unexpected EAP <br>
messages. Anything that can split messages between different target <br>
servers could cause that.<br>

Could the eduroam related errors be caused by eduroam service delivering <br>
messages originated by roaming users to different UIC servers?<br>
