[RADIATOR] Question regarding MaxTargetHosts

Hello Patrik

The processing doesn't reach host 4 if MaxTargetHosts is set to 2. Radiator
cannot know if the target host is unavailable/down or if it's just ignoring
the incoming requests. In both cases there's just no reply coming back, and
they are treated similarly in AuthBy RADIUS.
