Check that you have libdigest-md4-perl deb package installed. In other 
words, MSCHAP and its variations require Digest::MD4 Perl module.

Radiator startup should log that Digest::MD4 is missing. You may want to 
verify that there are no such log messages after you have verified you 
have the module installed.
