[RADIATOR] Possible bug in 4.21 ?

Hello,

While running a few test I've noticed something I think is a bug ?

I'm running test on using FarmSize.. and when doing a configuration reload (kill -HUP <pid>) the logging function seems to bugout ? after running a reload there are no more logs being sent to "LogFile" .. accounting and other logs seems to be moving along just fine but everything sent to "LogFile" are lost after a SIGHUP.. seems to be the same way if FarmSize is 0(aka. disabled).
