Hi,
  that's odd. I used exactly the same commands as you but receive the
error message.

My config:

<Monitor>
  Clients 127.0.0.1
  BindAddress 127.0.0.1
  Username test
  Password test
</Monitor>

telnet 127.0.0.1 9048
