[RADIATOR] OSC web site update

Hello,

OSC web site will be updated very soon. Different look is expected, but
the links to downloads, reference manuals and other resources should
remain the same as they are now. We try very hard not to break any
existing bookmarks or other direct links you may have.

There are no changes to mailing lists, download procedures or other
functionality. If you see something that you think should work but does
not appear to, please let us know.
