[RADIATOR] <AddressPool> behaves how?

Dear All,

I'm evaluating Radiator for our setup, and I've stumpled on this 
behaviour. (Part of) my setup is as follows:


<AddressAllocator SQL>
        Identifier myidentifier
        Identifier mypools
        DBSource        dbi:Oracle:db.example.com;service_name=sid
        DBUsername      radiator
        DBAuth          radiator

        <AddressPool pool1>
                Subnetmask      255.255.255.0
                Range   10.0.196.1 10.0.196.254 
        </AddressPool>

        <AddressPool pool2>
                Subnetmask      255.255.254.0
                Range   172.20.0.1 172.20.1.254
        </AddressPool>
</AddressAllocator>

the first Pool "pool1" behaves as expected; entries for 10.0.196.1 till 
10.0.196.254 are created,

select count(*) from RADPOOL where POOL='verizon_dial_access_pool

checks out as 254, pieceofcake.

but the second "pool2" creates entries for 172.20.0.0 as well as 
172.20.1.255 in my RADPOOL table. I mean I could manually delete these two 
rows after initial setup, but I would like to understand whats happening 
here...
