[RADIATOR] Radius Feed to third party Billing Vendor

The way I generally do this sort of thing is with Handlers (not Realms):

# accounting

<Handler Request-Type = Accounting-Request>

	AuthByPolicy ContinueAlways

	# proxy to remote

	<AuthBy RADIUS>

	</AuthBy>

	# normal local processing

	<AuthBy …>
		…..
	</AuthBy>

	<AuthBy …>

	</AuthBy>

</Handler>

…..
