[RADIATOR] Send OTP-code by SMS

Hello,

I've configured the Radiator server to send the otp-code by SMS, but my problem is that how should Radiator know that a user want's to logon?
My meaning is that logging on twice (first time to trigger the SMS and the second time is the real logon) is not done!

In what way should the Radiator server be triggered to send an otp-code by SMS to a specific user?
