[RADIATOR] Circumventing Active State Install

Hello Everyone.

My Radiator server is located behind a firewall with no access to the internet. I need to install a Perl module to support Syslog requiring an Active State installation over the Internet from OSC. Does anyone know a method to get around this? Is there anyway to install or download the module on another system then load it on the Radiator server?
