[RADIATOR] AuthBy LSA and PDC emulator

All,

We use Radiator <AuthBy LSA> to authenticate users against our AD. It
has worked very well. Recently, the PDC emulator went down and all
radius auth requests using <AuthBy LSA> with Group failed. There is one
service which still uses IAS for radius authentication was not affected
by this outage. Does <AuthBy LSA> have dependence of PDC emulator? The
format of our <AuthBy LSA> clause is as follows:
