Yes, could be. Also, sometimes, if they're talking PPP, sometimes the
LCP layer (with authentication) succeeds, but the IPCP layer has trouble
going up.

We had that problem once getting ISDN modems to work on Cisco boxes, and
I think the fix was specifying the right Reply-Items in the RADIUS
configs (Framed-Protocol=PPP, etc).

You will need to check with your NAS supplier what this means exactly,
however I am guessing that the user has hung up so he can try the
connection again.
