[RADIATOR] Changes to AuthBy GROUP

Recently, a number of users have reported problems with the way AuthBy GROUP 
handles EAP requests. 

These problems were introduced in version 4.0, as a response to reports about 
the way AuthBy GROUP handled EAP requests.

These changes have now been reverted in the latest patch set, and we have 
introduced a new AuthByPolicy ContinueUntilAcceptOrChallenge, which behaves 
correctly with EAP types that can result in CHALLENGE after passsword 
authentication, and only return SUCCESS later in the handshake.
