[RADIATOR] Patch to allow enconding attributes for vendor 8164 (starent)

Radiator 3.17 introduced a patch supplied by Frank Danielson to allow decode
Starent VSAs.
This one allow the encoding of this attributes. This will allow Radiator to
proxy the VSAs and also reply VSAs of this type to Starent equipment.

The patch is based on the one sent by Frank Danielson.
