Attribute NAS-Identifier and NAS-Port must unique.

Here are my questions:
1) I don't understand why these two attributes are used for default key,
   even though we can define our own DeleteQuery,AddQuery,CountQuery.

2) Is it possible to release the 'unique' requirement

3) If the answer of (2) is not, how about using other attributes such as
Account-Session-Id or Framed-IP-Address
