(RADIATOR) AuthBy selectively or conditionaly

Dear technical,
 
  How can I achive the following scenario with Radiator, I would like to deploy PAM to RADIUS module to Unix system logon.
 
Scenario 1:
- user who has secure token assigned will login against <AuthBy SQLDIGIPASS> with one time password.
 
Scenario 2:
- user who has no secure token assigned will login against <AuthBy UNIX>.  (may be if <AuthBy SQLDIGIPASS> return fail, then try <AuthBy UNIX>)
