(RADIATOR) AuthByLSA - PEAP issue

We have been trying to get PEAP authentication working but are having an
issue I have been unable to resolve.  We are running Radiatore on Windows
2003 and used the lsa_eap_multi.cfg for testing.  Authentication was
successful but Odyssey hung up on waiting for keys and eventually dropped
the connection.  We are running 3.17.1 and using Cisco 4400 Controllers
running 3.2.195 code.

The logs really did not give me any ideas on where to look.  Has anyone run
into this before and can you point me a solution?
