(RADIATOR) Diameter Vendor-Specific-Application-Id - where to place

Hi!

Please tell me how and where is best place to add 
Vendor-Specific-Application-Id AVP's to CEA message.
Is it DiaPeer.pm file (sub Snd_CEA)?
I have client with  mandatory AVP in CER:
