(RADIATOR) Ipv6 and authport change on radiator on window xp

I checked, and found 2 Radius software tested on this XP PC. IAS not
installed though.I disabled those radius service ,and use netstat -a to
check , port 1645 not in use any more,but it still gave me that error,"
Could not create authentication socket: Unknown error at (eval 4) line 541.
        ...caught at c:\Perl\bin\radiusd line 2. "
