(RADIATOR) Problem with Windows RRAS 2003

Hello,
recently I migrated a Windows RRAS 2000 with EAP authentication to Windows
RRAS 2003.

I have problem to establish the EAP session.
The radiator send

*** Sending to X.2.1.X port 1146 ....
Code:       Access-Challenge
Identifier: 16
Authentic:  3gE<172>^<26><231>0<175>ob<162>n<239><188>?
Attributes:
	EAP-Message = <1><17><0><6><13>
	Message-Authenticator = <0><0><0><0><0><0><0><0><0><0><0><0><0><0><0><0>

but the RRAS dont responde.

Any idea ??
