(RADIATOR) incorrect dictionary entries for 3GPP2-IP-Technology

In Radiator 3.15 the supplied dictionary defines the values for
3GPP2-IP-Technology as 0 for Simple IP and 1 for Mobile IP. It should be 1
for Simple IP and 2 for Mobile IP. This is defined in 3GPP2 specification
X.S0011-005-C v1.0 available at
http://www.3gpp2.org/Public_html/specs/X.S0011-005-C_v1.0_110703.pdf for
anyone interested.
