Radiator Radius server is not free software.
There is an EAP-AKA module available for Radiator, included in the EAP-SIM 
support module (see http://www.open.com.au/radiator/eap-sim-whitepaper.pdf 
for details). EAP-AKA support is still in alpha stage.
