(RADIATOR) New AuthPLSQL

Hello Hugh and Mike -

Here is new version of the AuthPLSQL module and example config for
it.
Now it supports INOUT parameters for Oracle stored procedures.
It works on our production server since April of 2004.

Hope it will be useful for anyone else.
