(RADIATOR) IgnoreAccountingResponse and Authby SQL

Hi Frank!

I've made a mistake in my previous post - we are not using <AuthBy SQL>,
but <AuthBy SQLRADIUS>. Thus, IgnoreAccountingResponse would make sense,
and it indeed works very well if put at the proper place in the
configuration file. :-)

Thus, my problem is fixed.
