(RADIATOR) proxy issue

Hi all,
we have a wireless network using Windows Peap authentication, AP Cisco 
1100, Radiator 3.9 on Solaris.
Radiator doesn't know anything about AD, so it proxies PEAP outer and 
inner authentication to a Microsoft IAS running on win2003 server.
It was all working fine since the application of SP1 to Win2003 server.
After this patch IAS does not recognize State attribute in EAP sessions 
and refuses to reply to Radiator.

I checked the log to see if Radiator sends to IAS the same string it 
receives from the AP and it's OK.
I tried to upgrade to Radiator 3.12 obtaining no improvements.
Does anyone experienced the same problem?
