(RADIATOR) radiator is not available in dos at command prompt or in program files

When I type this I get the following error:

cd C:\Radiator\Radiator-3.12

Error:

The system cannot find the path specified

and when I type the following

perl radiusd -foreground -log_stdout -config_file radius.cfg


I get the following error message:

Cant open perl script no such file or directory

what can I do to resolve this issue.

Please help
