(RADIATOR) handler or hook?

Hi Guys,

I'm trying to implement a new auth flow, if a user does not exist I want 
to allow access with a private ip address.

now i'm not sure how to implement this the best way, I was wondering if 
someone could advise on the best method.

hear is the handlers:
