(RADIATOR) Bug or feature: missing format_special for cert/ca files in <AuthBy LDAP*>

Hi Mike or Hugh,

minor inconsistencies with special characters in
filenames and diectories in Radius::Ldap:

There is no format_special() for the cert and ca
file/dirctory defined in <AuthBy LDAP*> clauses.

But the documentation says:

> 6.2 Special characters
> Wherever you can specify a file name in the Radiator
> configuration file, you can use some special characters
> in the path name...
