(RADIATOR) authenticate but not allow method

Hello,
I've made prepaid configuration for radius, and its works really fine.
But i found one problem, if TIMELEFT will be zero, or under 60 seconds
like i did, user will cannot dialin, and error code will be PAP
authenticate problem.
I would like to create second Handler which checks that user exist and
password is correct, but TIMELEFT is under 60 seconds and reply to
this user with DENIED and Reply-Message "no free minutes" or something
else.
It could be even some error code which will be interpreted by dialer
application.
I am wondering if its possible.
