Question of how to stop it doing it still arises though.

Going to try out a different supplicant shortly to see if that has the same
problem.

Correct me if I am wrong but if we are talking about the Microsoft 
PEAP client then the caching is not done in the GINA but it is done 
in the PEAP client itself.
